The memorial is named in honor of Darcelle XV, a legendary performer and tireless advocate for AIDS awareness and support in Oregon. This monument serves as way to honor all Oregonians who have lost their life to HIV/AIDS. Also, to appreciate those who have cared for impacted individuals. The red ribbon symbolizes solidarity with those who live with HIV/AIDS and the memorial's base is shaped like the outline of Oregon state.
The memorial was designd by Cal Christensen en won the 1st place 2017 design award of the American Institute of Commemorative Art (AICA) in the category 'Public Monuments'.
